asked the Secretary of State for the Colonies whether he is aware of the proposal that a land and agricultural bank should be set up in Kenya; and whether he will take steps to ensure that such a bank, if established, should be open to natives of the Colony desiring credits as will as to the white settlers?

I am aware of the proposal but the matter has not yet reached a stage at which I could express any opinion in the point raised in the second part of the question.
