§ Sir B. CHADWICKA new commercial treaty with the Serb-Croat-Slovene State has been initialled and is expected to be signed shortly. It does not deal with pre-War trade debts. I understand, however, that steps are now being taken with a view to direct negotiations between the debtors and their British creditors in regard to this matter.
