asked the President of the Board of Trade what quantity of coal has been imported into this country during the present year, and the net cost of same; also the quantity exported and its value during the same period?

civil war are acquiring military aircraft and aeroplane armament from various European countries, and that they are making use of European aviators. Whenever possible,. representations against breaches of the China Arms Embargo Agreement of May, 1919, are made on behalf of His Majesty's Government, but owing to the care with which these transactions are disguised, it is not always possible to produce the exact and categorical evidence that would be necessary for an effective protest. Further difficulties arise from the fact that some of the principal arms-supplying countries are not, parties to the Embargo Agreement, and also from the fact that among the Powers party to that Agreement there are differences of opinion as to its interpretation.
