§ Mr. ORMSBY-GORESeveral persons approached His Majesty's Government on the subject before 1925. So far as I am aware, the first person to do so was Major Tulloch, in January, 1918. There is no record of any promise that any application or scheme would be given preferential treatment on grounds of priority.
