asked the Under-Secretary of State for the Colonies whether the Governor of Kenya had His Majesty's Government's authority for his statement of the necessity to set up a central authority to deal with certain common problems affecting the railways of Kenya, Uganda and Tanganyika; and, if so, in view of the fact that this matter is included within the terms of reference of the East African Commission, why this authorisation was given?

The Governor was expressing his own views on this subject, and the question of authority from His Majesty's Government did not arise.
