asked the Minister of Labour whether he is aware that a permit has been refused to a French girl of 14½ years of age to come to live with an English family, having two children in the schoolroom of about the same age, for the purpose of talking French; and and whether he will see that the Aliens Order, 1920, Article 1 (3) (b) is not so interpreted as to prevent parents educating their children as they think best?

The application for which a permit was refused was for a nursery governess and assistant at £25 a year. It is the practice, for obvious reasons, to refuse to issue permits in the case of young girls, and the application disclosed no reason why this practice should be departed from. My hon. Friend's question puts the matter in rather a different light, and if the person desiring the permit will send a further letter explaining in detail what the girl is required to do, I will consider the application again.
