Mr. SAMUELMy right hon. Friend has considered the resolution of the London Chamber of Commerce to which my hon. Friend refers, but, as he intimated in his reply of the 19th July to the hon. Member for North-West Camberwell (Mr. Campbell), he could not agree to withdraw or limit the existing powers of the Treasury in this matter.
