asked the Chancellor of the Exchequer whether, as the powers of the Estimates Committee have proved insufficient to check public expenditure, he will consider the desirability of the establishment of a Finance Committee, with real and ample powers to examine and deal with the Estimates of each Department of State before their presentation to Parliament, and whether it is proposed to make any changes for the purpose of instituting an effective control of expenditure?
