asked the Prime Minister whether, having regard to the heavy burdens of taxation, both Imperial and local, which press upon certain sections of the community to the exclusion of others, and, in effect, result in the control of expenditure being largely in the hands of those who do not contribute either at all or in any reasonable proportion, he will consider in any measure dealing with the franchise the correcting inequalities, to give effect to the axiom that representation should be co-related to the burdens of taxation?

Perhaps my right hon. and learned Friend will be good enough to await the statement which I propose to make on this subject.
