Mr. LOCKER-LAMPSONThe presence in Albania of a diplomatic representative of ministerial rank is rendered necessary by political considerations. There is at present no Vice-Consul at Vallona; the only salarited Vice-Consul in Albania is at Durazzo, where he also acts as secretary to His Majesty's Legation.
