§ Colonel ASHLEYAs regards tests of efficiency, I would refer my hon. Friend to the answer which I gave on 6th July to the hon. Member for the Hartlepools 1709W (Sir W. Sugden), of which I am sending him a copy. I am doubtful whether the etiquette and courtesy of the road can be made the subject of a test. I have made arrangements with the registration authorities for the issue of one of the National Safety First Association's pamphlets on "road sense" and "safe motoring" with each driving licence, and I hope this will have some effect in checking thoughtless and discourteous driving.
