asked the Minister of Transport if his attention has been called to a number of fatal and other accidents where the owner of the motor vehicle was not insured against third-party risks and consequently no compensation was recoverable by the sufferers; and will he introduce a Bill to compel all owners of motor vehicles to take out an insurance policy against third-party risks?

I have received representations with regard to accidents in cases where owners of motor vehicles were not insured against third-party risks and were not in a financial position to pay compensation. I am considering the question of compulsory insurance in connection with the Bill relating to road vehicles which I hope to introduce, but as my hon. Friend knows the difficulties are considerable.
