asked the Chancellor of the Exchequer whether he will consider the advisability of financing all new arterial road schemes in future by issuing road bonds with interest and sinking fund guaranteed by the Road Fund; and whether he will allot the extra balance of £4,000,000 or £5,000,000 which would then accrue to the Road Fund to local authorities for the maintenance and repairs of their existing classified and unclassified roads?

The Road Fund is fully able to meet its liabilities from its revenues, and I should be strongly opposed to any proposal for financing its operations by fresh borrowing, which could not fail to have a prejudicial effect on our general financial position.
