asked the Home Secretary whether he will consider the desirability of introducing the Factory Bill, with the Clauses relating to hours of labour left out, for the purpose of information and consideration, and to indicate the intentions of the Government?

As I have previously explained, the Government desire, if possible, to arrive first at an international understanding on the general question of hours of labour. For that and other reasons the Bill cannot be passed into law this Session. I propose, however, to meet what I understand to be the wish of many hon. Members by introducing the Bill for purposes of consultation and discussion later in the Session.
