Mr. CHAMBERLAINThis matter has come under my notice in connection with a proposed town planning scheme for the district. I have no authority to prevent building on land, because it may be subject to common or Lammas rights. I am advised that the fact that a person has obtained, in connection with a proposed town planning scheme, permission to develop land would not entitle him to infringe any rights of common which might exist on the land or in any way affect the legal position of the owners of such rights.
