Mr. KELLY

asked the President of the Board of Trade whether he is aware that F. W. Unterberger, an American citizen, was recently signed on as wireless operator and sailed in the British steamer "London Mariner"; whether he holds the Postmaster-General's certificate of proficiency in wireless telegraphy; whether he holds any wireless certificate issued under British authority; and, if not, why he was allowed to sail?

The steamer "London Mariner" on her previous outward voyage, carried no wireless operator, and an American operator holding a first class United States of America certificate was signed on at Philadelphia, it being a condition of his engagement that he was to be returned to the United States. The ship therefore returned to Philadelphia with this operator on board, and carried in addition a fully qualified British operator, holding a first class certificate, and two wireless watchers.
