§ Mr. MACKINDERasked the Financial Secretary to the Treasury when, and by 737W whose authority, the Clause was added to application forms for appointments to the Department of Scientific and Industrial Research which bars any applicant who secured an exemption under the Military Service Acts, 1916 to 1918, or who declined to comply with the Regulation imposed on him by those Acts?
§ Mr. RONALD McNEILLA Select Committee set up by this House in February, 1922, to inquire into the question of the employment of conscientious objectors in the Civil Service, recommended in their Report that no application for entry into the Civil Service should be entertained from conscientious objectors who, though available for service, refused to serve in the Great War. This recommendation of the Select Committee was thereupon carried out by Regulations for Civil Service appointments generally; and, in order to make the Regulations known to candidates for appointments in the Department of Scientific and Industrial Research, the note referred to in the hon. Member's question was printed on application forms in May, 1924, by the Department concerned.
