asked the Minister of Health whether he is aware that members of boards of guardians carrying out their duties on committees of hospitals, institutions, and schools within the area of their union are compelled to pay for their meals, no matter how long they may be engaged on the work, but if they perform similar duties outside the area of their union they can charge the cost; and if he will issue instructions permitting refreshments of a reasonable character to be given without charge to the individual in all cases?

I am aware that the law distinguishes between expenses incurred within and those incurred outside the area of an authority. The change of law suggested by the hon. Member could not be effected by any instructions which I could issue.
