Mr. GUINNESSSince the 1st November, 1925, to the 17th instant 172 outbreaks of foot-and-mouth disease have been confirmed. In seven of these outbreaks there was reason to believe that disease had existed for some days prior to a report being made to the police, and proceedings have been instituted against the owners for failure to report with all practicable speed.
