§ Colonel ASHLEYOwing to the presence of tramways at the Elephant and Castle it would not be practicable to adopt the gyratory system of working traffic there. A scheme is before me for the improvement of traffic conditions in that neighbourhood, but as it involves certain street improvements some time must necessarily elapse before it can be put into operation.
