Mr. SANDEMAN ALLENasked the Financial Secretary to the Treasury whether he is aware that, owing to the refusal of Roumania to accept the terms of the Innsbruck Protocol of June, 1923, payment of interest to holders of bonds of the old Austro-Hungarian monarchy cannot be made or is indefinitely delayed; and whether steps have been taken to secure the payment of interest on these bonds?

§ Mr. McNEILLRumania has so far refused to sign the Innsbruck Protocol of June, 1923, and the Prague Agreement between the Succession States of Austria-Hungary and the Bondholders Association with regard to the service of the pre-War Austrian and Hungarian public debts. His Majesty's Government have made repeated representations to the Roumanian Government on the subject and I understand that the Roumanian Delegation on the Reparation Commission have recently resumed negotiations with the Bondholders Association. I trust that these negotiations will result in the adherence of Roumania to these agreements which have been accepted by all the other countries concerned.
