CHAMBERLAINThe restrictions in force in nearly all countries, including this country, on the admission of aliens, makes it necessary for travellers to carry authoritative proof of their identity and nationality. In the circumstances I do not feel able to press for the abolition of passports at the forthcoming Conference to be held under the auspices of the League of Nations.
