asked the Secretary of State for the Colonies whether, in view of the great public interest aroused by the suggested changes in the administrative policy of the Federated Malay States, and in view of the divergence of opinion between responsible officials concerned, all official memoranda giving the considered views and arguments of the High Commissioner and the Chief Secretary, Federated Malay States, in this connection, will be made available to the unofficial members of the Federal Council, so that their views may be expressed before any change is undertaken?

My hon. Friend will understand that it is not possible for me to give an undertaking in the precise terms which he suggests, since official memoranda are not primarily intended, not always suited, for general publication. I have no doubt, however, that the High Commissioner, in accordance with the wishes of the unofficial members of the Federal Council, will give the Chief Secretary, residents and other high officials a suitable opportunity of bringing before the Council any relevant considerations to which the attention of that body ought to be directed.
