§ Mr. ROSEasked the Home Secretary whether he is aware that. under the operation of the eight-hour day inconvenience is caused at some collieries owing to the fact that the Licensing Regulations make it impossible for workers on the second shift, to obtain reasonable refreshments after having been working underground for eight hours; and whether he will introduce a one-Clause Bill giving discretionary powers to the Home Office or the magistrates to vary the present hours of supply in canteens in mining districts where proof is given that local circumstances require such variation, and subject to such restrictions as the Home Office or the magistrates may consider desirable?
