Mr. DAVIDSON:The answer to the first part of the question is in the affirmative. As regards the second part, the matter has been carefully considered, but, as these trawlers are employed under conditions which do not entitle their crews to payment of hard-lying money, it is not practicable to authorise payment in their case.
