Mr. LOCKER-LAMPSONThe first Commissioner is aware that the condition under which the staff in question are working is unsatisfactory and that they have been aggravated by staff increase. It has been considered inadvisable to effect a re-allocation of staff in Salisbury House pending consideration of a grouping scheme, but in view of the delay in reaching a decision stops will be taken to improve the conditions.
