§ Mr. A. CHAMBERLAINThe answer to the first part of the question is in the negative. There is no foundation for the suggestion made in the second part. The action of the British Navy is restricted to carrying out the obligation imposed by Article 4 of the Tangier Convention, which provides that the surveillance of contraband arms traffic in the waters of the Tangier Zone shall be exercised jointly by British, French and Spanish naval forces.
