§ Colonel VAUGHAN-MORGANasked the Minister of Health whether, in view of the present famine in houses and of the refusal of the London County Council to use the powers given to them by Section 5 (1) (c) of the Housing Act of 1923 to make a partial refund of rates to owners converting large houses into flats, he is prepared to introduce a Bill to transfer those powers to the London Metropolitan boroughs?
Mr. CHAMBERLAINBefore instituting legislation on the lines suggested, I should require some evidence that the Metropolitan borough councils themselves desire to exercise the powers referred to.
