§ Mr. MONTAGUEasked the Financial Secretary to the Treasury whether it is intended to carry out the recommendation contained in paragraph 24 of the Final Report of the Southborough Committee, i.e., that all candidates who reach the prescribed qualifying standard should be assured of eventual establishment; and, if so, at what percentage of the possible number of marks has it been decided to fix the qualifying standard in the Southborough examination being held in July?
1103W
Mr. GUINNESSSubject to the candidates satisfying the usual requirements as to health, age and character, the answer to the first part of the hon. Member's question is in the affirmative. As regards the second part, the determination of the qualifying standard in examinations for entry into the Civil Service is a matter for the Civil Service Commissioners, with whose discretion I should not be justified in interfering.
