§ Colonel DAYasked the Home Secretary whether he is aware of the neglect of the provision of sanitary conveniences at factories in many parts of the country; and will he make representations to the local authorities concerned in the passing of factory plans pointing out the reasonable standards laid down by the Sanitary Accommodation Order?
§ Sir W. JOYNSON - HICKSA Memorandum was issued by the Home Office to the local authorities in 1912, which set out the requirements of the Sanitary Accommodation Order and suggested that they might serve as a general standard. Many local authorities have acted on this suggestion, but in other areas the standard enforced is not satisfactory, and I hope to take steps in the Factories Bill to improve the present position. In the circumstances I do not propose to issue any further representations at present.
