§ Earl WINTERTONI understand that, in consequence of the severe depression through which the industry is now passing, the millowners have felt compelled to issue a notice that, if trade does not improve, they may be forced to reduce wages or to work short time. As regards the second and third parts of the question, the condition of the industry is receiving the close attention of the Government of India and has recently been discussed with the Millowners' Association. In the circumstances my Noble Friend prefers not to express any opinion on the situation at present.
