§ Sir L. WORTHINGTON-EVANSI am afraid I cannot entertain the hon. and gallant Member's suggestion as to Articles 1,013 and 1,014. The purpose of Article 97s is to enable the Army Council, if the need arises, to offer a bounty to induce soldiers to re-engage or extend their service. Normally there is no need to offer a bounty, and, when the need arises, the amount of the bounty depends on the particular circumstauces. It is not, therefore, possible to make the provisions of the Article more precise.
