Mr. CHAMBERLAINThe Soviet Ambassador, M. Karakhan, is technically doyen of the Corps Diplomatique at Peking, as being the only Ambassador accredited to the Chinese Government, but for the purposes of communication between the Treaty Powers and the Chinese Government the Italian Minister, Signor Cerruti, acts as doyen, as being the senior Minister of those Powers.
