§ Mr. McNEILLContracts for the insertion of advertisements in official publications are made by the Government with agents who dispose of the whole of the available space to the best advantage, and it is not posssible to state how many contracts will deal with intoxicants or any particular commodity, or what revenue will he derived therefrom.
