Sheppard, in a letter acknowledging the receipt of his report, that in his opinion the case was quite an exceptional one, he will, in the circumstances, reconsider the propriety of reimbursing Major Sheppard the heavy costs incurred by him in defending himself against the false charges which the Commissioner found in his report were accepted by the police, as the result of an identification parade which was little more than a farce?
