§ Sir A. STEEL-MAITLANDI am having inquiry made as to the facts, and will communicate with the hon. Member. I may say, however, that so far as the question relates to vacancies notified to the Employment Exchanges, the standing instructions are designed to secure that available work is offered to suitable local applicants before particulars are circulated in other areas.
