§ Mr. ORMSBY-GOREAs is usually the case, considerable programmes of large public works in one or other of the more important Colonies and Protectorates to be financed by loans raised in this country are at present under examination, but the raising of a loan does not generally precede the starting of the work, and the loans which have already been raised are allocated to works already sanctioned.
