§ Mr. McNEILLThere is no foundation for the suggestion in the first part of the question. The Treasury Departmental Whitley Council has met five times during the past 18 months. There is a committee appointed by the Council which is dealing with the further education of Treasury civil servants; this committee has met three times during the past 18 months. I know of no case in which promotion has been refused to a Treasury shorthand typist in the past few years.
