§ Colonel ASHLEYI gave notice on 9th July of my intention to make Regulations on this subject. Under the Rules Publication Act, 1893, the Regulations cannot be made till the expiration of 40 days from that date. They will therefore come into operation in about a fortnight's time, and they will be laid before the House when it re-assembles.
