§ Mr. GROVESasked the Home Secretary if he will investigate the circumstances attending the refusal of the Commissioner of Police for a street carnival proposed to be held in North West Ham on Saturday, 6th September, the entire proceeds of which would have been divided between the National Union of Railwaymen's orphan fund for the district, the British Legion War orphans' fund, and the local hospital?
Mr. HENDERSONI am informed that the applicants were the "Essex Orphan Fund Committee" of the National Union of Railwaymen, acting in conjunction with the North West Ham Branch of the British Legion, and in accordance with the usual practice in such cases, the committee were referred to the headquarters of their organisation, who had already obtained a permit to bold a collection throughout the Metropolitan police district on an earlier date. This is how the matter now stands; and it is not correct to say that the application has been refused, although in view of the collection already authorised a specially strong case would have to be made out before permission could be granted.
