asked the Civil Lord of the Admiralty it there are any private firms doing contract work for his Department who have not fulfilled the conditions of membership of the King's Roll?

On a few exceptional occasions when goods cannot be obtained from an enrolled firm or can only be so obtained at an excessive extra cost, contracts have been placed with firms not on the King's Roll. Every possible step is then taken to secure that the firm qualifies for the Roll. Firms employing not more than 25 hands are by arrangement exempted from membership of the King's Roll and are not covered by the foregoing statement.
