§ Mr. WHEATLEYNo scheme has been found for relieving Poor Law authorities of their obligation to provide relief for destitute blind persons as for other destitute persons, but every effort is made under the Blind Persons' Act to prevent blind persons from becoming dependent on Poor Law relief.
