Mr. DAVIESThe total number of passengers for which a vehicle is licensed is determined by the number of seats, allowing not less than 16 inches for every passenger. No restriction as to the number of standing passengers has been imposed by the Commissioner, but excess passengers are limited to "a reasonable number" inside, and may not be carried upon the upper deck.
