Mr. ROBERTSThe answer to the first part of the question is in the affirmative. All applications for commutation of pension are, of course, considered on their merits subject to the regulations prescribed by the Treasury. Experience has, however, shown that it is necessary to consider very carefully the permanent advantage of the pensioner before acceding to the application.
