asked the Financial Secretary to the Treasury the exact nature of the issues which will be submitted to the Southborough Committee for its consideration?

I would refer the hon. Member to the Terms of Reference to the Committee, which are as followTo inquire into the action taken throughout the Civil Service in consequence of the Report of the Committee, under the chairmanship of the Earl of Lytton, to consider the arrangements for the appointment of ex-service men to posts in the Civil Service, whether permanent or temporary, and to report to what extent practical effect has been given to the Committee's recommendations in the various Government Departments. To consider the recommendation in paragraph 43 of the Third Interim Report of the Committee regarding the initial rates of remuneration to be prescribed for successful candidates at the specially limited competitions for the clerical class, and to advise whether any, and, if so, what modifications should be made in these rates. It will be an instruction to the Committee to give immediate consideration to the question of initial rates of remuneration, and to report thereon.
