asked the Minister of Health whether he is aware that many boards of guardians are not paying the unemployed applicants for relief even on the Mond scale, and that such boards of guardians often interpret the powers given them under the test-work clause in such a way as to inflict penalties on the unemployed altogether outside the spirit of the Clause; and whether he will take steps to secure that when test work is offered it will be reasonable work and such as the applicant for relief is capable of performing?

The scale referred to was not a scale of relief, but merely a scale controlling the maximum charge which might be made on the Metropolitan Common Poor Fund, and it is no longer in force. As regards the latter part of the question, if my hon. Friend will give me particulars of any cases which he has in mind, I shall be glad to make inquiries.
