asked the President of the Board of Trade whether he will make arrangements for the tug boat at Ramsgate harbour to be kept with full steam up at times of north-east gales, with a view to preventing delay in towing the local lifeboat out to sea in the event of a ship in the vicinity being in distress?

I have been asked to reply to this question. I have examined the arrangements at Ramsgate, and find that the tug is kept so that she is ready to proceed to sea as soon as the lifeboat is manned. On the information before me, I do not consider that the suggestion made by the hon. Member would secure a more speedy start, but I am going into the question further.
