§ Viscount CURZONasked the Postmaster-General whether he is aware that a non-service publicity officer is being retained in his Department contrary to the provisions of the Lytton Report; whether he is aware that this officer was appointed without reference to the Joint Substitution Board and in direct, contravention of the Treasury instructions of September, 1920; and whether he will now consider the matter of his replacement by a duly qualified ex-service man?
§ Mr. HARTSHORNIn view of the special qualifications required for the post in question, it was decided, with the concurrence of the Treasury, to appoint a man who had been engaged on similar work in another Government Department, and the officer in question took up his duties in May, 1921. Having regard to the experience which he possesses of the work required of him, it would not be in the public interest to replace him as suggested.
