asked the Postmaster-General if he will seek powers to compel institutions training candidates for the postal services to refund the fees paid for such training when such candidates do not satisfy the physical requirements of his Department?

The attendance of candidates for admission to the Post Office service at private training institutions, and the fees paid by them, are matters of private arrangement between the parties concerned, and I cannot see my way to adopt the hon. Member's suggestion.
