Mr. ROBERTSI assume the hon. Member refers to the Department of the Permanent Secretary. The functions of that Department are direction of policy under the Minister and general supervision and control of the Ministry machine. The organisation of the Ministry follows the lines adopted in other large Departments of State, and I see no reason at the present time for making such a sweeping alteration as the question suggests.
